Following the construction of the Wimmera Mallee Pipeline, the channel system and the infrastructure GWMWater used along the Dunmunkle Creek to operate it, became redundant.
GWMWater is responsible for decommissioning the redundant structures between Glenorchy and Boolite to return the creek to as close to its natural state as practical.

Project Area
The project area starts at Glenorchy at the south end of the creek, to Boolite in the north.
Scope
GWMWater has inspected all assets and developed recommendations for each to either remove, partially remove or transfer the management of assets to other organisations or landholders.
This includes structures such as bridges, culverts, regulators and other structures.
The project also requires earthworks along the remaining channel banks to help slow and disperse water flow.
Project Steering Committee
GWMWater has appointed a Project Steering Committee which works collaboratively to oversee the decommissioning or handing over of assets and includes representatives from GWMWater and:
- Wimmera Catchment Management Authority
- Northern Grampians Shire Council
- Yarriambiack Shire Council
- Department of Environment, Land, Water and Planning
- Regional Roads Victoria
- Landholder representatives: Howard Cooper of Glenorchy, Ian Taylor of Lubeck and Jason Mellings of Boolite.

Timeline
We have been working closely with landholders to explain the proposed works and the terms of any removal or transfer of assets as well as the installation of breaks along the creek. Compliance and enforcement are two separate concepts that work together to maintain the integrity of water markets and sustain public confidence in Victoria’s water management.
- Compliance is proactive regulatory activity to prevent breaches or offences from occurring in the first place.
- Enforcement is a reactive regulatory activity that is triggered when breaches of the law are detected. Enforcement actions under the Victorian Water Act 1989 include warning notices, suspension or cancellation of an authorisation (e.g. Take and Use Licence), and prosecution.
This Compliance and Enforcement Strategy applies to surface water (including farm dams) and groundwater resources. This Strategy does not directly apply to GWMWater’s urban customers and rural pipeline customers, who are subject to the respective Urban Customer Charter and Rural Customer Charter. However, we do still undertake compliance and enforcement activities across our urban and rural pipeline districts.

GWMWater has responsibilities under the Victorian Water Act 1989 to manage the compliance and enforcement of water taken from the water sources within its jurisdiction. The Water Act 1989 operates to promote fair, efficient and sustainable use and management of Victoria’s water resources for the benefit of water users, communities, the environment and the State.

Expressions of Interest are sought from Incorporated Community Groups to lease the house at 1508 Rocklands Road, Rocklands Victoria.

GWMWater is seeking expressions of interest for the purchase and reuse of Class C recycled water from Horsham’s Wastewater Treatment Plant.
Class C water is treated recycled water typically used to irrigate racetracks, golf courses, vineyards, recreational reserves and agricultural irrigation under Environmental Protection Authority (EPA) Guidelines. Recycled water is an important resource for GWMWater and the region with approximately 3,100 ML per year currently supplied to a large range of customers.
Customers along the planned SmartWater pipeline route and nearby the Horsham Wastewater Treatment Plant are encouraged to submit proposals for the purchase and reuse of recycled water.The project will improve the quality and accessibility of recycled water to customers in urban and rural areas within the project footprint.
To submit a proposal for the purchase and reuse of recycled water, an expression of interest form must be returned to GWMWater: Expressions of Interest - Purchase and reuse of Class C recycled water. Proposals will be reviewed to determine feasibility and costs of any new infrastructure requirements.

Moyston
As part of our ongoing commitment to provide drinking (potable) water to townships across our region, we are pleased to announce that Moyston will receive a fully treated drinking water supply. Statutory and construction approvals are being prepared for the project.

Kaniva
Kaniva is the largest town in Victoria which does not have a drinking water supply. Upgrading the town’s supply is an investment in the town now and for generations to come. Construction of a new facility has started in preparation for the introduction of drinking water. The new facility will firstly provide improved pressure to the Industrial Estate and extend to the rest of the town when drinking water is introduced.

Elmhurst
Customers in Elmhurst will receive improved water quality with an upgrade to the water treatment plant to be completed by the end of February 2024. The Department of Health will need to declare the supply as a drinking water source before it can be used for human consumption. The water supply will be treated in line with Australian Drinking Water Guidlines. Water will be sourced from Hickman's Creek.
